Be it enacted by the Council as follows:
Section 1. Section 10-110 of the administrative code of the city of New York is amended by relettering subdivisions b and c to c and d, respectively, and by adding a new subdivision b to read as follows:
�10-110 b. Restriction on participant's time of entry. It shall be unlawful for any person to enter a procession, parade or race for which a permit has been granted pursuant to this section after four o'clock post meridian.
�2. Subdivision d of section 10-110 of the administrative code of the city of New York is amended to read as follows:
�10-110 d. Violations. Every person (i) participating in any procession, parade or race, for which a permit has not been issued when required by this section, or (ii) who violates the provisions of subdivision b of this section, shall be liable for a civil penalty in an amount not to exceed twenty-five dollars ($25) for each violation, which may be recovered in a proceeding before the environmental control board. Such proceeding shall be commenced by the service of a notice of violation returnable before such board. Any such person who refuses to comply with a lawful order of the police to disperse shall, in addition, be liable for a misdemeanor.
�3. This local law shall take effect immediately.
