Be it enacted by the Council as follows:
Section one. Section 1120 of the New York City Charter, as amended by the electorate in a referendum held on November 7, 1989, is hereby amended to read as follows:
a. Additional powers and duties. Any elected or appointed officer of the city or any board or commission or any member thereof shall in addition to the powers and duties vested in such officer by this charter, perform any duties and exercise any powers vested in such officer or in such board or commission by any other provision of the law and any power necessary to carry out the power and duties vested in such officer, board or commission.
b. Any person appointed to any board or commission must be a resident of the City of New York at least one year prior to said appointment.
�2. This local law shall take effect immediately.
