Be it enacted by the Council as follows:
Section one. Subdivision f of section 19-505 of the administrative code of the city of New York, as amended by local law number 115 for the year 1993, is amended to read as follows:
f. Upon satisfactory fulfillment of the applicable requirements, there shall be issued to the applicant a driver's license which shall be in such form as the commission may direct. Until the commission makes a determination to grant or deny an application for a taxicab driver's license or a for-hire vehicle driver's license, an interim taxicab driver's license or for-hire vehicle driver's license shall be issued to such applicant, when such applicant has been sponsored by a taxicab fleet or the operator of a base station or other central facility licensed to dispatch for-hire vehicles. However, such interim licensee may drive a taxicab or for-hire vehicle only for such sponsor and when not required to be displayed in a taxicab or otherwise be in the possession of the interim licensee, an interim taxicab driver's license or an interim for-hire vehicle driver's license shall be in the possession of the sponsor.
