By the Speaker (Council Member Vallone) and Council Member Robles
A LOCAL LAW
To amend the administrative code of the city of New York, in relation to requiring an animal shelter in each borough and requiring a report to the council.
Be it enacted by the Council as follows:
Section 1. Title 17 of the administrative code of the city of New York is amended by adding thereto a new chapter 8 to read as follows:
Chapter 8
§17-701 Animal Shelters. a. The department shall establish and maintain or contract to establish and maintain a full service shelter for lost, stray and homeless animals in each borough.
b. For the purposes of this section, "full service shelter" shall mean a facility that:
1. provides clean and sanitary housing for animals for any length of time until the animal is adopted or claimed by a person proving ownership; and
2. provides emergency medical services at the shelter for animals housed there or contracts for these services to be provided at the shelter or at a veterinary facility.
c. The department shall provide the council with a report by November 30 of each year which shall set forth:
1. the number of animals accepted by each shelter during the previous fiscal year; and
2. the number of animals that were spayed or neutered at each shelter during the previous fiscal year.
Section 2. This local law shall take effect thirty days after it is enacted into law.
