Be it enacted by the Council as follows: Section 1. Title 19 of the administrative code of the city of New York is amended by adding a new section 19-171 to read as follows: �19-171 Advertising displays on commercial vehicles. It shall be permissible for the owner of a registered commercial vehicle to maintain an advertising display on such vehicle at any time, provided that such advertising display complies with all applicable requirements of the vehicle and traffic law. In addition, no portion of any such display shall be reflectorized, illuminated, animated or placed upon the top of a vehicle nor shall a special body or other object be placed upon a commercial vehicle for advertising purposes. �2.
