Be it enacted by the Council as follows:
Section 1. Subdivision b of section 19-520 of the administrative code of the city of New York is amended, a new subdivision c is added, subdivisions c and d are relettered as d and e and amended, and subdivisions e, f and g are relettered as subdivisions f, g and h, respectively to read as follows:
b. [Such] Annual permits shall be issued as of September first, and shall expire on August thirty-first next succeeding unless sooner surrendered, suspended, revoked or terminated.
c. Temporary permits may be issued for the display of an advertisement on the hood of a vehicle licensed pursuant to the provisions of this chapter. Advertisements displayed pursuant to temporary permits shall be removed at the conclusion of ninety days, unless such permit is sooner surrendered, suspended, revoked or terminated.
[c] d. The fee for the issuance of [such permits] an annual permit shall not exceed fifty dollars annually. If [the] such permit so issued is surrendered to the commission by the permittee within six months of its date of issuance, one-half of the fee paid shall be refunded to the permittee. The fee for the issuance of a temporary permit shall be fifty dollars.
[d] e. Applications for such annual and temporary permits shall be filed with the commission upon forms which shall be provided by the commission.
�2. This local law shall take effect immediately.
