Be it enacted by the Council as follows: Section 1. Section 14-106 of the Administrative Code is hereby amended by adding a new paragraph g to read as follows: g. The commissioner shall appoint and swear in as special patrolmen all traffic enforcement agents. The exercise of these powers of special patrolman by a traffic enforcement agent so appointed shall be limited to the traffic enforcement agent's geographical area of employment, and the traffic enforcement agent shall possess the powers of a special patrolman only during the time the traffic enforcement agent is on duty. The persons so appointed shall be subject to the orders of the commissioner and shall obey the rules and regulations of the department and conform to its general discipline and to such special regulations as may be made. Nothing in this section shall be construed to constitute such special patrolmen as members of the force, or to entitle them to the privileges of the regular members of the force, or to give them the power to possess firearms, or to receive any additional salary, pay, compensation or money whatever from the department or the city by reason of such appointment, unless agreed to by the commissioner. �2. This local law shall become effective immediately after it shall be approved by the voters of the city at the next general election held after its enactment.
