Be it enacted by the Council as follows: Section one. Paragraph (2) of subdivision a of section 2903 of chapter 71 of the New York city charter is hereby amended to read as follows: (2) establish, determine, control, install and maintain, the design, type, size and location of any and all signs, signals, marking, and similar devices indicating the names of the streets and other public place and for guiding, directing or otherwise regulating and controlling vehicular and pedestrian traffic in the streets, squares, parks, parkways, highways, roads, alleys, marginal streets, bridges and other public ways of the city; except that where there are any changes in traffic patterns, parking regulations or in the installation or removal of parking meters there must be prior consultation with the community boards; in such instances, the commissioner must notify boards in writing thirty days before any change is effected and grant an extra thirty days for the calling of public hearings at the request of the board. �2.
