Be it enacted by the Council as follows: Section 1. Subdivision g of section 1403 of the charter of the city of New York, is amended to read as follows: g. Energy conservation and alternative fuels. The commissioner shall [participate in in formulating] establish an energy policy office which shall recommend an energy policy for the city[,]. The commissioner shall [including assessing] assess the environmental costs and factors associated with all kinds of energy use and programs developed to meet energy needs. The [commissioner] energy policy office shall gather and analyze information from other city agencies, the federal and state governments, other elements of the public sector, the private sector and such other sources as are deemed appropriate. In formulating an energy policy, the energy policy office shall analyze the energy and fuel needs of the city with respect to the use of a broad range of fuel and energy sources and fuel and energy conservation measures, prepare intermediate and long range plans which incorporate to the maximum extent possible federal and state funding allocations and requirements, recommended goals and programs to meet such needs, [study, establish, organize, promote,] coordinate and carry out policies, activities, projects and programs designed to encourage fuel and energy conservation [,]such that by the end of fiscal year 2006 the agencies of the city of New York will have reduced their energy consumption by an aggregate amount of 25% of that consumed in fiscal year 2002 and the use of [alternate] alternative sources of fuel and energy [and] , encourage, stimulate and [and] foster others to participate in [such projects] these programs and [activities.] achieve the goals established and to work with the new york city department of citywide administrative services to develop procurement programs incorporating energy efficiency. The energy policy office shall also devise and implement programs to enhance public awareness of activities that will promote fuel and energy conservation in the public and private sectors. The commissioner shall review and consider the information gathered by the energy policy office and issue a report each year setting forth the findings of the energy policy office and make recommendations to the city. The report containing such analyses and recommendations shall be submitted to the mayor and the council no later than November first of each year. �2. This local law shall take effect immediately. 1 2
