Be it enacted by the Council as follows: Section 1. Section 27-191 of the administrative code of the city of New York is amended by lettering the existing section as subdivision a and adding a new subdivision b to read as follows: b. Where the property in question is located within the special clinton district established under chapter six of article IX of the zoning resolution of the city of New York, the department shall, within five business days of receipt of an application pursuant to section 27-157 or section 27-162 of this code, notify in writing the community board and council member in whose district the property in question is located of the receipt of such application. Such community board and council member shall have sixty days within which to make comments to the department on such application and no permit may be issued by the department during such comment period. �2.
