Be it enacted by the Council as follows: Section 1. Subdivision 1 of section 1057-a of the New York city charter is amended to read as follows: 1.a. Participating agencies shall adopt rules and regulations as may be necessary to implement this section. b. The New York city voter assistance commission shall prepare and distribute to participating agencies written advisory agency guidelines as to the implementation of this section and may establish training programs for employees of participating agencies. Participating agencies may consider such advisory agency guidelines in the promulgation of their rules and regulations. c. The president of each of the five boroughs shall be responsible for the training of community board members and staff within their jurisdiction. The borough presidents shall distribute written guidelines regarding the implementation of this section and shall establish a mandatory annual training program for all community board members and staff in their jurisdiction who will administer this section. �2.
