Any person who owns, possesses or controls a dog shall not permit it to be in any park within the jurisdiction of the department unless the dog is effectively restrained by a leash or chain not more than six feet long; provided, however, the commissioner of the department may authorize certain time periods during which dogs may be unrestrained in designated unenclosed areas within the jurisdiction of the department.
