Be it enacted by the Council as follows: Section 1. Title 18 of the administrative code of the city of New York is amended by adding a new section 18-107.1 to read as follows: §18-107.1 Control of Animals. The department shall be authorized to promulgate rules relating to the locations, hours, conditions and other circumstances under which dogs may be permitted in any area under the jurisdiction and control of the department without being restrained. §2.
