Be it enacted by the Council as follows:
Section 1. Section 19-210 of the administrative code of the city of New York is amended by adding new subdivision p to read as follows:
1. The department shall collect relevant statistical information from the police department and create and monitor a database of such information regarding the number of vehicle-related accidents and the number of violations issued for failure to obey a traffic control signal in the city of New York. The department shall use the database to identify the fifty locations with the highest number of vehicle-related accidents and the fifty locations with the highest number of summonses or notices issued to motorists for violations resulting from the failure to comply with a traffic control signal.
2. The database shall be completed and put into operation no later than one hundred twenty days following the effective date of this subdivision. Statistics for the number of vehicle-related accidents and the number of summonses or notices issued for violations resulting from the failure to comply with a traffic control signal for each location within the city for the most recent calendar year shall be submitted by the department in a written report to the council and the mayor and made available on the department’s official website within one hundred eighty days from the effective date of this subdivision. On an annual basis thereafter, the statistical information in the database shall be reviewed and a report shall be submitted to the council and the mayor, and posted on the department’s official website by the thirty-first day of January of each year.
3. Within sixty days of the release of the most recent report required by paragraph two of this subdivison, the department shall install a traffic control signal photo monitoring system at each of the fifty locations identified in such report as having the highest number of summonses or notices issued for violations resulting from the failure to comply with a traffic control signal.
4. Within sixty days of the release of the most recent report required by paragraph two of this subdivision, the department shall install or maintain a sign easily readable by pedestrians and motorists with the wording “High Vehicle Accident Area” at the fifty locations identified in such report as having the highest number of vehicle-related accidents.
§2. This local law shall take effect immediately after its enactment into law.
