Be it enacted by the Council as follows:
Section 1. Subdivision b of section 22-201 of the administrative code of the city of New York is hereby amended to read as follows:
b. "Department" shall mean the department of [ports and trade] small business services.
§2. Title 22 of the administrative code of the city of New York is amended by adding thereto a new chapter 8 to read as follows:
CHAPTER 8
SMALL BUSINESS SERVICES
§22-801 Small business website
§22-801. Small business website. a. For purposes of this section, the following terms shall have the following meanings: 1. A “small business” shall be deemed to be one which is resident in the state of New York, independently owned and operated, not dominant in its field and employs one hundred or less persons.
2. “License” shall mean any license, permit, authorization or other approval required by any governmental entity in order for a small business to lawfully operate within the city of New York.
b. The department shall maintain a website containing a database that is capable of being searched by small business owners. Such database shall provide small business owners with information including, but not limited to, all laws, rules and regulations at all levels of government applicable to small businesses. The database shall also provide small businesses with the ability to obtain all relevant forms and applications necessary for licensure or license renewal as a small business and to submit such forms and applications electronically through the website.
§3. This local law shall take effect ninety days after its enactment into law.
