Be it enacted by the Council as follows: Section 1. Chapter three of title 21 of the administrative code of the city of New York is hereby amended by adding a new section 21-316 to read as follows: §21-316. Annual survey of unsheltered homeless persons. a. Between July 1 and October 31 of every year, the department shall conduct a survey of unsheltered homeless persons living throughout New York city. b. No later than ninety days after conducting the annual survey required by subdivision a of this section, the department shall submit to the city council and post on its website a report, which shall, at a minimum, include the following information: 1. a detailed, complete explanation of the methodology used to conduct the survey; and 2. an actual count of unsheltered homeless persons identified during the survey and an estimate of the total number of unsheltered homeless persons living throughout New York city, disaggregated: i. by location where the persons are living; ii. by borough; and iii. by community district. §2.
