Be it enacted by the Council as follows:
Section 1. Section 19-169 of the administrative code of the city of New York is amended by adding a new subdivision (e) to read as follows:
e. Any notice of violation issued to the registered owner of a passenger motor vehicle as a result of such vehicle being parked in front of a private driveway or curb cut shall be dismissed when a hearing officer of the parking violations bureau makes a determination that such private driveway or curb cut was constructed without the appropriate valid permits from the department and the department of buildings.
§2. This local law shall take effect ninety days after its enactment into law.
