Be it enacted by the Council as follows:
Section 1. Subdivision c of section 3-209 of the administrative code of the city of New York, as added by local law thirty four of the year 2004, is amended to read as follows:
c. Registration of [graduating seniors]students. (i) The department of education of the city of New York shall provide a postage paid board of elections of the city of New York voter registration form to each graduating student who receives a high school diploma, including but not limited to a Regents, local, general equivalency or Individualized Education Program diploma. The department shall deliver such voter registration form to each graduating student at the same time and in the same manner as it delivers diplomas to each such student[.]; or
(ii) The department of education of the city of New York shall provide a postage paid board of elections of the city of New York voter registration form to each student in the public school system within thirty days of each such student’s eighteenth birthday; provided, however, that if such student turns eighteen during the regularly scheduled summer recess period the department of education shall provide each such student such voter registration form within thirty days of the start of the school year. The department of education shall promulgate rules prescribing the manner in which such forms shall be distributed.
§2. This local law shall take effect ninety days after its enactment into law.
