Be it enacted by the Council as follows:
Section 1. Article 103 of chapter 1 of title 28 of the administrative code of the city of New York is amended by adding a new section §28-103.1.3 to read as follows:
§28-103.1.3 Identification and dissemination of best practices at construction sites within the city of New York. The commissioner shall take such steps as are necessary to assure the development of a manual that presents best practices with respect to all construction-, excavation-, and demolition-related activities and a program for its distribution to all sites within the city where such activities are taking place and at the offices of the department within ninety days of the effective date of this section. Such best practices manual shall be given to the permittee or the permittees representative simultaneous with the issuance of a permit by the department. The best practices set forth in such manual shall serve as a guide for construction site activities and shall be followed by all persons receiving a permit or performing work for construction-, excavation-, and demolition-related activities within the city of New York, to the extent practicable.
1. In carrying out the responsibilities under this section the commissioner shall consult with all appropriate federal, state, and city agencies and persons knowledgeable in all aspects of the construction industry in order to assess and improve current construction workplace safety practices.
2. The commissioner shall revise and update the manual presenting construction, excavation, and demolition related best practices within the city of New York as needed but at least every two years.
§2. This local law shall take immediately.
