Be it enacted by the Council as follows: Section 1. Subsection a of section 20-456 of the administrative code of the city of New York is hereby amended to read as follows: a. 1. Upon the approval of an application the commissioner shall issue a license to the applicant. 2. Upon issuance of a license to the applicant, the commissioner shall provide the licensee with a laminated placard, measuring no less than 36 inches by 18 inches, clearly stating in large size type that the holder is a licensed vendor. The form and manner of the placard shall be established by rule of the commissioner. §2. Section 20-461 of the administrative code is hereby amended to add a new subsection c to read as follows: c. Each general vendor shall firmly affix the placard issued in accordance with section 20-456 (a)(2) of this chapter on his or her vehicle, pushcart, or stand and such placard shall be visible at all times while he or she is operating as a general vendor. §3.
