Be it enacted by the Council as follows:
Section 1. Subchapter 2 of chapter one of title 19 of the administrative code of the city of New York is amended by adding a new section 19-162.3 to read as follows:
§19-162.3 Parking permits for teachers a. For the purposes of this section, the following terms shall be defined as follows:
1. “Teacher” shall mean any educator employed by the department of education to provide educational instruction to students in any grade from K-12 or any combination thereof.
2. “School” shall mean any school operated by the department of education that provides educational instruction to students in any grade from K-12.
b. Upon receipt of appropriate proof from a teacher or school, the department shall issue a parking permit to the teacher allowing his or her vehicle to park at any parking meter operated by the department free of charge or to park in the vicinity of the school if the area requires a parking permit. Such permit shall list the license plate number of the car and shall be displayed in the front windshield of such vehicle. Such permit is only valid during the calendar school year and during the school day. The driver of the vehicle shall follow all other laws, rules and regulations relating to motor vehicle parking.
c. If a teacher voluntarily or involuntarily ceases to be employed at a school for which a parking permit was issued as provided for in subdivision b of this section, such parking permit shall no longer be valid and shall be revoked by the department.
d. The department shall promulgate rules as necessary for the implementation of this section.
§ 2. This local law shall take effect sixty days after its enactment, provided, however, that the department of transportation shall take any necessary actions to implement this law, including the promulgation of rules, prior to such effective date.
