Be it enacted by the Council as follows: Section 1. Chapter 3 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-316 to read as follows: §21-316. a. Definitions. For the purposes of this section the following terms shall have the following meanings: 1. “Community district” shall mean a historic, geographic and identifiable community as defined by section 2701 of the charter of the city of New York. 2. “Shelter” shall mean temporary emergency housing provided to homeless adults, adult families, and families with children by the department or a provider under contract or similar agreement with the department. b. Beginning no later than January 1, 2014, the department shall limit the number of shelters located in each community district within the city of New York to no more than one-third of the total number of shelters located in the borough where such community district is located. The department shall reduce the number of shelters located in any community district where such number exceeds one-third of the total number of shelters located in the borough where such community district is located. §2.
