Be it enacted by the Council as follows: Section 1. Subdivision a of section 16-311 of the administrative code of the city of New York is amended to read as follows: �16-311[.] Recycling outreach and education. a. The department shall provide instruction and materials for residential building owners, net lessees or persons in charge of such buildings, and their employees and residents, in order to improve compliance with the provisions of this chapter. The department shall provide a phone number and website through which any resident may request recycling outreach and education materials and shall distribute such materials to any such resident within a reasonable time of a request. �2.
