Summary

The New York City Charter provides that the Commissioner of the Department of Small Business Services (SBS) has the power and duty to refer the unemployed to job training and employment services. SBS currently provides such services through its Workforce1 program. This bill would require the Commissioner of SBS to annually report to the Mayor and the Council on Workforce1 and any other SBS employment referral program the following information for the prior fiscal year: the number of new registrants in each program, the job placement rate for each program, the job categories in which registrants obtained employment through each program, and the wages registrants received in such placements. The bill would require SBS to report such information disaggregated by the Council districts in which registrants live.

Be it enacted by the Council as follows: Section 1. Subdivision 5 of section 1301 of the New York city charter is amended by adding a new paragraph g to read as follows: g. submit to the mayor and the council by January 31st of each year, beginning in 2016, a report for the prior fiscal year on employment services programs provided by the department including, but not limited to, the number of new registrants in each such program, each program's job placement rate relative to the number of new registrants in each program, the job categories in which registrants obtained employment through such programs and the wages of such registrants. Such report shall provide such information disaggregated by the respective community boards and council districts in which registrants reside. � 2. This local law shall take effect immediately.
