Summary

This bill would create a temporary Diabetes Task Force, made up of a combination of Council and Mayoral appointees, to study, and to issue a report that makes recommendations relating to, diabetes in New York City. The recommendations would be required to include a comprehensive, citywide strategy to reduce the incidence of diabetes. The report would be due two years after enactment. The Diabetes Task Force would be disbanded after issuing the required report.

Be it enacted by the Council as follows: Section 1. Diabetes Task Force. a. There shall be a Diabetes Task Force. The Diabetes Task Force shall be comprised of seven members, three of whom shall be appointed by the Speaker of the Council and four of whom shall be appointed by the Mayor; provided, however, that one of the appointments by the Mayor shall be the Commissioner of the Department of Health and Mental Hygiene, or his or her designee, who shall serve as the chairperson of such Task Force. The Diabetes Task Force shall commence its work when fully constituted. The Diabetes Task Force shall meet at least four times annually. b. Each member of the Diabetes Task Force shall serve at the pleasure of the appointing authority, without compensation, except that each member shall be allowed actual and necessary expenses to be audited in the same manner as other city charges. Any member may be removed at any time by the appointing authority and any vacancy shall be filled in the same manner as the original appointment; provided, however, that the requirements of this subdivision shall not apply to the Commissioner of the Department of Health and Mental Hygiene. c. The Diabetes Task Force shall issue a report to the Mayor and Council no later than two years after the enactment of this local law. Such report shall summarize the findings of the Task Force, and shall recommend a comprehensive, citywide strategy to reduce the incidence of diabetes, which shall include, but not be limited to, recommendations related to improving nutrition, increasing access to affordable exercise programs, reducing diabetes-related health care disparities, and increasing public awareness about diabetes prevention. � 2. This local law takes effect immediately; provided that this local law shall expire and be deemed repealed upon the issuance of the Taskforce's report to the Mayor and Council pursuant to subdivision c of section one of this local law.
