Summary
This bill would require commuter van service owners to have the same or more licensed drivers as registered vans. If the owner fails to produce sufficient proof, the Taxi and Limousine Commission may suspend or revoke their authorization to operate the commuter van service or refuse to renew the authorization.

Be it enacted by the Council as follows:
Section 1. Subdivision j of section 19-504.2 of the administrative code of the city of New York is amended to read as follows:
j. (i) No application for authorization to operate a commuter van service shall be approved if the applicant has been found guilty of operating a commuter van service without authorization to operate such commuter van service two times within a six-month period prior to the date of application, provided that such violations were committed on or after the date occurring six months after the effective date of this subdivision.
(ii) No application for authorization to operate a commuter van service shall be approved or renewed if the applicant fails to produce records that show that there are, at a minimum, the same number of licensed commuter van drivers employed by the company as there are registered commuter vans affiliated with such commuter van service.
� 2. This local law takes effect 120 days after it becomes law.
