By Council Members Greenfield and Koo WHEREAS, the City Planning Commission filed with the Council on September 2, 2016 its decision dated August 10, 2016 (the "Decision") on the application submitted pursuant to Section 197-c of the New York City Charter by the Queens Public Library (QPL) and the New York City Department of Citywide Administrative Services (DCAS), for the site acquisition of property located at 144-20 243rd Street (Block 13549, Lot 7) in the Rosedale section of Queens for continued use as the Rosedale branch of the Queens Public Library (the "Site"), (ULURP No. C 160248 PQQ), Community District 13, Borough of Queens (the "Application"); WHEREAS, the Decision is subject to review and action by the Council pursuant to Section 197-d(b)(3) of the City Charter; WHEREAS, upon due notice, the Council held a public hearing on the Decision and Application on September 20, 2016; WHEREAS, the Council has considered the land use implications and other policy issues relating to the Decision and Application; WHEREAS, the Council has considered the relevant environmental issues, including the determination that the application is a Type II action pursuant to 6 NYCRR Part 617.5(c)(26) and requires no further review under CEQR (the "Type II Determination"). RESOLVED: The Council finds that the action described herein will have no significant impact on the environment as set forth in the Type II Determination. Pursuant to Section 197-d of the City Charter and on the basis of the Decision and Application, and based on the environmental determination and consideration described in this report, C 160248 PQQ, incorporated by reference herein, the Council approves the Decision.
