Be it enacted by the Council as follows: Section 1. Subchapter 2 of chapter 1 of title 19 of the administrative code of the city of New York is amended to add a new section 19-167.5 to read as follows: � 19-167.5 Parking fees during nighttime hours. Notwithstanding any local law or regulation to the contrary, there shall be no monetary fee to park a vehicle on any street in New York City between the hours of 7 p.m. and 8 a.m., except that penalties may be assessed in locations where parking is not permitted during such hours. �2.
