Be it enacted by the Council as follows: Section 1. Chapter 5 of title 24 of the administrative code of the city of New York is amended by adding a new section 24-531 to read as follows: � 24-531 Annual report on drainage infrastructure. Each year, on or before February 1, the commissioner of environmental protection shall submit a report to the mayor and the speaker on the condition of municipal drainage infrastructure. Such report shall include a description of the current operational condition of all treatment locations, wastewater pump stations, sewer regulators and other critical drainage infrastructure and, for every instance in the prior year where infrastructure was either out of service or operating at a reduced capacity, a description of the affected infrastructure, the length of the disruption, whether such disruption was partial or full, the cause of the disruption and a description of any actions, whether conducted or planned, in response. � 2.
