Summary

Be it enacted by the Council as follows: Section 1. Task force on vehicles registered out-of-state. a. The department of transportation shall establish an interagency task force to conduct a study on ways to address the issue of New York city residents who own motor vehicles registered out-of-state that are required to be registered in New York. b. The task force shall consist of 5 members, as follows: 1. the commissioner of the department of transportation, or their designee, who shall serve as chair; 2. the commissioner of the police department, or their designee; 3. the commissioner of the department of finance, or their designee; 4. one member appointed by the mayor with relevant expertise in the area of vehicle and traffic violation enforcement; and 5. one member appointed by the speaker of the council. c. The task force shall invite representatives from the New York state department of motor vehicles, the New York state department of transportation, and representatives of any other relevant state agency or state elected official, as identified by the task force, to participate in the development of the task force report pursuant to subdivision g of this section. d. Members of the task force shall serve for a term of 1 year, to commence after the appointment of the final member of the task force. All members shall be appointed to the task force within 60 days of the enactment of this local law. e. All members of the task force shall serve without compensation and shall meet, at a minimum, on a quarterly basis. f. No member of the task force shall be removed except for cause and upon notice and hearing by the appropriate appointing official. In the event of a vacancy, a successor shall be appointed in the same manner as the original appointment to serve the balance of the unexpired term. g. The task force shall issue and submit a report of its findings and recommendations to the mayor and the speaker of the city council no later than 12 months after the effective date of the local law that added this section. Such report shall include, but need not be limited to, the following information: 1. the number of motor vehicles owned by residents of New York city, disaggregated by the number that are registered in New York state and the number that are registered in any state other than New York; 2. the number of motor vehicles that have been issued citations for violation of the requirement that they be registered in New York state; and 3. recommendations on ways to increase compliance with the requirement that city residents register their motor vehicles in New York state. h.
