Be it enacted by the Council as follows: Section 1. Chapter 1 of Title 17 of the administrative code of the city of New York is amended by adding a new section 17-199.14 to read as follows: � 17-199.14 Requiring menstrual hygiene products. a. For the purposes of this section, "menstrual hygiene products" means tampons, sanitary napkins and other products for use in connection with the menstrual cycle. Such products must be produced using organic, hypoallergenic cotton, packaged using biodegradable products and utilize only non-plastic applicators, where practicable. b. The department shall require the provision of menstrual hygiene products wherever toilet paper is required by federal, state or local law or regulation. � 2.
