Be it enacted by the Council as follows: Section 1. Subdivision d of section 497 of the New York city charter, as added by vote of the electors on November 6, 2001, is amended to read as follows: d. utilize internal simulations, statistical modeling, and other appropriate means to prepare plans for responding to emergency conditions and potential incidents, including but not limited to plans for the implementation of such emergency orders as may be approved by the mayor to protect public safety and facilitate the rapid response and mobilization of agencies and resources � 2.
