This bill would remove a prohibition on police officers from using a chokehold or compressing a person’s diaphragm while making or attempting to make an arrest. This bill would be retroactive to July 15, 2020.

Be it enacted by the Council as follows: Section 1. Section 10-181 of the administrative code of the city of New York is REPEALED. � 2. This local law takes effect immediately and is retroactive to, and deemed to have been in effect as of July 15, 2020. NC LS #16235 9/18/20 1 1
