Be it enacted by the Council as follows: Section 1. Subdivision a of section 2301 of the New York city charter, as added by local law number 12 for the year 1971, is amended to read as follows: a. The commission shall consist of [nine] 11 members to be appointed by the mayor with the advice and consent of the city council; at least two of said members shall hold a valid driver license issued by the commission; five of said members, one resident from each of the five boroughs of New York city, shall be recommended for appointment by a majority vote of the [councilmen] council members of the respective borough. � 2.
