Be it enacted by the Council as follows: Section 1. Chapter 1 of title 14 of the administrative code of the city of New York is amended by adding a new section 14-192 to read as follows: � 14-192 Confiscation and destruction of all-terrain vehicles; rules. a. Definitions. For the purposes of this section, the term "all-terrain vehicle" has the same meaning as set forth in subdivision 1 of section 2281 of the vehicle and traffic law, which includes dirt bikes, or any successor provision. b. The department shall promulgate rules regarding the confiscation and destruction of all-terrain vehicles that have been used unlawfully. In promulgating such rules, the department shall at a minimum address: 1. The circumstances under which an all-terrain vehicle may be confiscated; 2. The circumstances under which an all-terrain vehicle may be destroyed; 3. The process for confiscation and destruction of an all-terrain vehicle; and 4.
