Be it enacted by the Council as follows: Section 1. Chapter 3 of title 23 of the administrative code of the city of New York is amended by adding a new section 23-308 to read as follows: � 23-308 Complaints related to tow trucks. The department of information technology and telecommunications shall implement on its 311 citizen service center website, telephone and mobile device platforms the capability to file a complaint reporting a tow truck company that tows an immobilized vehicle in violation of paragraph 2 of subdivision b of section 20-518. Such option shall allow the complainant to include a photograph or video when submitting a complaint through such 311 website and mobile device platforms. � 2.
