Be it enacted by the Council as follows: Section 1. The New York city charter is amended by adding a new chapter 78 to read as follows: CHAPTER 78 DEPARTMENT OF COASTAL PROTECTION � 3400. Department; commissioner. � 3401. Deputies. � 3402. Definition. � 3403. Powers and duties. � 3400. Department; commissioner. There shall be a department of coastal protection, the head of which shall be the commissioner of coastal protection. The commissioner may appoint deputies within available appropriations. � 3401. Deputies. The commissioner may appoint a deputy. � 3402. Definition. For purposes of this chapter, the term "coastal protection" means measures taken or infrastructure designed to protect the shoreline and coast from storms, erosion and the effects of climate change. � 3403. Powers and duties. a. The commissioner shall have the following powers and duties: 1. to develop policies and programs to address the city's current and future needs relating to coastal protection measures; 2. to receive and expend funds made available for coastal protection measures; 3. to prepare and submit reports on coastal protection needs, coastal infrastructure and measures taken to address the effects of coastal storms caused by climate change; 4. to promulgate rules where provided for by law; and 5. to develop and carry out programs to promote public awareness and education in issues of coastal protection. b. The commissioner may coordinate with state, federal and other governmental bodies to effectuate the purposes of the department. � 2. This local law takes effect 180 days after it becomes law.
