Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-145.5 to read as follows:
� 21-145.5 Housing voucher lease-up times. a. Definitions. For purposes of this section, the term "CityFHEPS" means the rental assistance program established in chapter 10 of title 68 of the rules of the city of New York, or any successor program.
b. Report. No later than 180 days after the effective date of the local law that added this section, and annually thereafter, the commissioner shall submit to the mayor and the speaker of the council, and include in the mayor's management report prepared pursuant to section 12 of the charter, the average time between the issuance of a housing voucher to an applicant and the date that the applicant moves into housing using the voucher. The commissioner shall include in such report the average times for each type of housing voucher administered by the department, including the CityFHEPS and special one-time assistance vouchers.
� 2. This local law takes effect immediately.
