A Local Law to amend the administrative code of the city of New York, in relation to when the department of social services is required to make CityFHEPS rental assistance payments

Be it enacted by the Council as follows:
Section 1. Chapter 1 of title 21 of the administrative code of the city of New York is amended by adding a new section 21-145.1 to read as follows:
� 21-145.1 CityFHEPS rental assistance payment date. a. Definitions. For the purposes of this section, the following terms have the following meanings:
CityFHEPS rental assistance payments. The term "CityFHEPS rental assistance payments" means recurring payments made by the department to landlords on behalf of tenants pursuant to chapter 10 of title 68 of the rules of the city of New York.
Scheduled payment date. The term "scheduled payment date" means the date 7 days prior to the first day of the month to which the CityFHEPS rental assistance payment will be applied.
b. The department shall make all CityFHEPS rental assistance payments no later than the scheduled payment date.
� 2. Subdivision a of section 21-145.4 of the administrative code of the city of New York, as added by local law number 145 for the year 2023, is amended to read as follows:
a. Definitions. For the purposes of this section, the following terms have the following meanings:
CityFHEPS rental assistance payments. The term "CityFHEPS rental assistance payments" [means recurring payments made by the department to landlords on behalf of tenants pursuant to chapter 10 of title 68 of the rules of the city of New York] has the same meaning as provided in section 21-145.1.
Scheduled payment date. The term "scheduled payment date" [means the date when payments are to be made in accordance with section 10-14(b) of chapter 10 of title 68 of the rules of the city of New York] has the same meaning as provided in section 21-145.1.
� 3. This local law takes effect 120 days after it becomes law.
