No. 857-A By The Speaker (Council Member Menin) and Council Members Louis, Hanif, Epstein, Brewer, Aldebol, Far�as, Cab�n, Dinowitz, Maloney, Wilson and the Public Advocate (Mr. Williams) (in conjunction with the Manhattan Borough President) ..Title A Local Law to amend the administrative code of the city of New York, in relation to requiring the department of sanitation to install and refill dog waste bag dispensers on public litter baskets ..Body Be it enacted by the Council as follows: Section 1. Chapter 1 of title 16 of the administrative code of the city of New York is amended by adding a new section 16-132.1 to read as follows: � 16-132.1 Dog waste bag dispensers on public litter baskets. a. Definitions. For the purposes of this section, the following terms have the following meanings: Dog waste bag dispenser. The term "dog waste bag dispenser" means any container manufactured for the purpose of containing and dispensing dog waste bags. Public litter basket. The term "public litter basket" means a basket, container, or receptacle placed in a public place by the department or an authorized agent of the department for the purpose of public disposal of litter. b. The commissioner shall establish a program to install no less than 1,200 dog waste bag dispensers on public litter baskets citywide, provided that installations occur in all 5 boroughs, and installations are prioritized in areas where there is the greatest need for dog waste mitigation. Such program shall include criteria for the installation of such dispensers, including the type of litter basket on which a dog waste bag dispenser may be installed. The department may engage 1 or more local not-for-profit organizations, civic organizations, or community groups to refill on a volunteer basis any dog waste bag dispenser with dog waste bags no less often than once each month, and where no such organization or group can be identified the department shall refill each such dispenser no less often than once each month. The department may, in its discretion, supply dog waste bags to any organization or group that has agreed to refill on a volunteer basis any dog waste bag dispenser. The department shall share information about the program and the eligibility criteria with community boards and council members and post such information regarding such program on the department's website. c. No later than March 1, 2030, the commissioner shall submit to the mayor and the speaker of the council a report that assesses the impact of the program established pursuant to subdivision b of this section on the number of complaints from the public about dog waste. The report shall also include a recommendation as to whether such program should continue. � 2.
