Int. No. 1012 By Council Members Morano, Marte, Paladino, Ariola, Wong, Maloney, Zhuang, Vernikov, Wilson and Carr A Local Law to amend the administrative code of the city of New York, in relation to establishing a 9/11 week of service Be it enacted by the Council as follows: Section 1. Section 3-119.13 of the administrative code of the city of New York, as added by local law number 114 for the year 2026, is redesignated section 3-119.14, and subchapter 1 of chapter 1 of title 3 of such code is amended by adding a new section 3-119.15 to read as follows: § 3-119.15 Annual 9/11 week of service. a. Definitions. For purposes of this section, the following terms have the following meanings: House of worship. The term “house of worship” has the same meaning as set forth in paragraph 3 of subdivision a of section 19-162.1. NYC service. The term “NYC service” means the division of the office of the mayor focused on volunteerism and service in New York city established in the year 2009. b. Week of service. NYC service or another agency designated by the mayor shall coordinate with community-based organizations, houses of worship, veterans organizations, the department for the aging, the department of homeless services, the department of youth and community development, the fire department, the police department, and any other relevant agency, to provide and facilitate access to volunteer opportunities each year during the week of September 11 in remembrance of the lives lost on September 11, 2001, and in recognition of the extraordinary service and sacrifice of the first responders, recovery workers, volunteers, and ordinary New Yorkers who came together in response to the attacks on that day. c. Outreach. NYC service or another agency designated by the mayor shall conduct outreach to community-based organizations, houses of worship, and veterans organizations to encourage such organizations to participate in the week of service established pursuant to subdivision b of this section. NYC service or another agency designated by the mayor shall publish on its website a calendar of volunteer opportunities for the week of September 11 no later than August 31 of each year. § 2.
