No. 991 By Council Members Banks and Morano ..Title To amend the administrative code of the city of New York, in relation to requiring a catalog of standard designs for small recurring capital projects ..Body Be it enacted by the Council as follows: Section 1. Chapter 1 of title 5 of the administrative code of the city of New York is amended by adding a new section 5-109 to read as follows: � 5-109 Standard design catalog for small capital structures. a. Definitions. For purposes of this section, the following terms have the following meanings: Covered project. The term "covered project" means a capital project for the design or construction of a small capital structure. Department. The term "department" means the department of design and construction. Small capital structure. The term "small capital structure" means a free-standing structure of not more than two thousand five hundred square feet that is constructed on property owned by the city and that has an estimated construction cost of no more than ten million dollars as determined in the scope of such project. Such small capital structures may include, but shall not be limited to, public restroom buildings, field houses, and storage and maintenance buildings. Standard design. The term "standard design" means a complete design for a small capital structure, including plans, specifications, and standard details, that is suitable for repeated use at multiple sites with limited need for adaptation. b. The department shall consult with the department of citywide administrative services and other relevant agencies to establish and maintain a catalog of standard designs for small capital structures. Such catalog shall include one or more standard designs for each type of small capital structure. Each standard design shall, to the extent practicable, be capable of adaptation to a range of site conditions. The department shall submit each such standard design to the art commission for approval pursuant to section 854 of the charter prior to inclusion in such catalog. The department shall review such catalog no less than once every two years and shall revise it as necessary to reflect changes in cost and construction practice. c. For each covered project the contracting agency shall require prospective bidders to use a standard design from the catalog required by subdivision b unless the head of such agency determines that no standard design in the catalog can reasonably be adapted to the site conditions of such project. � 2. This local law takes effect 1 year after it becomes law; provided, however, that the requirement that contracting agencies require prospective bidders to use a design from the catalog established pursuant to this local law shall apply only to solicitations issued after such date.
