Be it enacted by the Council as follows: Section 1. Chapter 2 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-214 to read as follows: §19-214 Wheel lock devices prohibited. Neither the department nor any other city agency shall tow or cause to be towed a motor vehicle unless such motor vehicle has been immobilized with a wheel lock or similar type device for at least seventy-two hours prior to such towing. This section shall not apply to vehicles that are parked or standing illegally at bus stops, fire hydrants, crosswalks, or in tow away zones, that are blocking, in whole or in part, legal driveways, or when the immediate towing of such vehicle is required as a matter of public safety. §2. This local law shall take effect immediately upon enactment. LF LS #1796 3/30/11
