Summary

This bill would prohibit city agencies from towing any vehicle unless it has first been immobilized with a wheel lock for at least 72 hours. This law would not apply to vehicles parked illegally at bus stops or fire hydrants, in crosswalks or tow away zones, or that are blocking legal driveways. Nor would it apply when the immediate towing of a vehicle is required as a matter of public safety.

Be it enacted by the Council as follows: Section 1. Chapter 2 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-216 to read as follows: � 19-216 Wheel lock devices required. Neither the department nor any other city agency shall tow or cause to be towed a motor vehicle unless such motor vehicle has been immobilized with a wheel lock or similar type device for at least seventy-two hours prior to such towing. This section shall not apply to vehicles that are parked or standing illegally at bus stops, fire hydrants, crosswalks, or in tow away zones, that are blocking, in whole or in part, legal driveways, or when the immediate towing of such vehicle is required as a matter of public safety. � 2.
