Be it enacted by the Council as follows: Section 1. Title 19 of the administrative code of the city of New York is amended by adding a new section 19-538 to read as follows: 19-538 Use of towing services. a. The commission may contract with private towing services to operate as independent contractors to tow and impound vehicles that warrant towing under commission rules. b. The administrative tribunal for the commission may charge the owner of a vehicle towed by a private towing service that has a contract with the commission for violations of commission rules up to twice the actual cost of towing. §2.
