Be it enacted by the Council as follows: Section 1. Section 19-503 of the administrative code of the city of New York is amended by adding a new section 19-503.2 to read as follows: § 19-503.2 Initial inspection of for-hire vehicles. Notwithstanding any law, rule or provision to the contrary, for-hire vehicles shall be permitted to operate for up to thirty days prior to an initial inspection by the commission required by this code or the rules of the commission, provided that passengers in said vehicles are informed that the vehicle has not yet been inspected by the commission, in accordance with a procedure to be established by the commission, and the vehicle adheres to all other laws and rules applicable to for-hire vehicles. §2. This local law shall take effect ninety days after its enactment into law; provided, however, that the commissioner shall take any actions necessary prior to such effective date for the implementation of this local law including, but not limited to, the adoption of any necessary rules.
