Summary

The purpose of the proposed legislation would be to allow for-hire vehicles that are waiting to be inspected at a TLC inspection site, to be used prior to inspection. Presumably this would help drivers who are otherwise forced to wait for an inspection appointment.

Be it enacted by the Council as follows: Section 1. Chapter 5 of title 19 of the administrative code of the city of New York is amended by adding a new section 19-503.2 to read as follows: � 19-503.2 Initial inspection of for-hire vehicles. Notwithstanding any law, rule or provision to the contrary, any for-hire vehicle shall be permitted to operate for up to thirty days prior to an initial inspection by the commission required by this code or the rules of the commission, provided that the said vehicle has been properly inspected pursuant to department of motor vehicles laws and rules, provided that passengers in said vehicles are informed that the vehicle has not yet been inspected by the commission, in accordance with a procedure to be established by the commission, and provided further that the vehicle adheres to all other laws and rules applicable to for-hire vehicles. �2. This local law shall take effect 90 days after it becomes law; provided, however, that the commissioner shall take any actions necessary prior to such effective date for the implementation of this local law including, but not limited to, the adoption of any necessary rules.
