Be it enacted by the Council as follows: Section 1. Chapter one of title 14 of the administrative code of the city of New York is amended to add a new section 14-154 to read as follows: §14-154. Noise complaint reporting. a. Definitions. For the purposes of this section the following terms shall have the following meanings: 1. "Noise complaint" shall mean a complaint made via the 311 system that arises from the noise of neighbors, clubs and bars, parks, stores and businesses, streets and sidewalks, and motor vehicles and motorcycles. b. Report of total noise complaints. The department shall submit to the council on a quarterly basis, a report of the total number of noise complaints received within the quarter, disaggregated by precinct. c. Report of individual noise complaints. The department shall submit to the council on a quarterly basis a report listing each individual complaint received within the quarter disaggregated by precinct and zip code within each precinct. The report for each individual complaint shall include, at a minimum: 1. the time and date the complaint was made; 2. the specific location complained of; 3. a description of the complaint; 4. whether or not the department responded to the complaint; 3. the time the department responded to the complaint; and 4. the disposition, if any, reached by the department. §2.
