Be it enacted by the Council as follows: Section 1. Section 17-1208 of the administrative code of the city of New York is hereby amended by adding a new subdivision d as follows: d. Pursuant to section 18-143, the department of parks and recreation shall develop a manual regarding the reporting of its pesticide use. � 2. Chapter 1 of Title 18 of the administrative code of the city of New York is hereby amended by adding a new section 18-143 as follows: � 18-143 Pesticide Use Manual. By January 1, 2017, the commissioner shall publish on the department's website a manual that sets forth binding policy regarding the reporting of pesticide use by the department. Any subsequent amendments or modifications to such manual shall be made available online on the department's website. Such manual shall, at a minimum, set forth a system of recordkeeping and reporting pursuant to subdivision a of section 17-1208, including, but not limited to: a. The submission of a pesticide use report by the department to the commissioner of health and mental hygiene on May 1 of each year pursuant to subdivision b of section 17-1208; b. The submission of a pesticide use report to the commissioner of health and mental hygiene and the city council on November 1 of each year starting on November 1, 2017; c. The requirement that all pesticide use reports prepared by the department are made available online on the department's website; and d. The requirement that on May 1 of each year starting on May 1, 2018, a summary of any changes made to the pesticide use manual during the prior year and an updated manual be made available online on the department's website. � 3.
