Be it enacted by the Council as follows: Section 1. The administrative code of the city of New York is amended by adding a new Chapter 20 to title 21-A to read as follows: Chapter 20. Foreign Language Courses � 21-988 Reporting data. a. Not later than October 15, 2018, and annually thereafter, the department shall submit to the council and post on the department's website a report of information regarding the number of non-English language courses offered in grades kindergarten through twelve in each school. Such report shall include, but not be limited to: (i) the non-English languages taught, including the number of courses offered for each non-English language; (ii) the number of students enrolled in each non-English language, which shall be disaggregated by proficiency level; and (iii) the results of standardized tests taken by students in non-English languages. Such report shall also include demographic information for students in each school, including, but not limited to race, ethnicity, and English language learner status. All information required by this subdivision shall be aggregated citywide, as well as disaggregated by each school, community school district, council district and borough. b. No information that is otherwise required to be reported pursuant to this section shall be reported in a manner that would violate any applicable provision of federal, state or local law relating to the privacy of student information or that would interfere with law enforcement investigations or otherwise conflict with the interests of law enforcement. � 2.
